The scene was created in 3ds max and rendered with vray. The sand material is created with vraydisplacementmod. The displacement map was painted from scratch in photoshop. So the answer is: photoshop+max+vray+some stock imagery from stock.xchng.

I found nice materials on [link] great site. Diffuse/bump/refraction map was made with photoshop... lots of cloning and smudging. Displacement map was my own invention, made from scratch in photoshop.
