In the PMD universe, most weak attacks often have more PP. Being able to spam a move a lot is valuable.

... this raises a question. in this universe, can pokemon learn more than 4 moves? i mean, i always imagined pokemon are able to use a move forever once they learn it, but league rules tell they can just know 4 at a time in order to balance it out. so, when they "forget" a move, they don't actually forget it, but they just won't use it anymore in battle, and when they "relearn" a forgotten move, they just start using it again instead of another one.Β

This isn't an official answer for Victory Fire, this is just my headcanon, but I think the four moves is just a gamist limitation which we can ignore for fanworks. I'm pretty sure Ash's memechu is packing a couple dozen moves at all times anyway!
