There's a smudge tool called 'hair draw' from the list of smudge tool presets. It will be helpful to draw hair. Practice using it with the bonus - drawing hair speccular PSD file. Basically I did one already in the file, just turn off other layers except the base image, and make a new layer and redraw it in your style.
