Description Francisco Mateo Luis Maximo Agustin Vicente Tucapel III (goes by Luis)

Primary NPC

Associated Character: Tuku

Height: 5’ 8”

Age: 104 (arrived in 1829)

Physical Age: 40

Faction: Disciple - Luis believes strongly in the social order of the city, and that the relations between the Ministry and its citizens should be one of responsibility for their well being. In return he expects loyalty from the citizenry. Discontent and disorder, especially in Heiros, is viewed as a breaking of this pact stemming from ungratefulness.

Occupation: Police Investigator - Luis has applied a sharp mind, diligent attention to detail, and tracking power to the task of serving citizens and rooting out ne'er-do-wells under Minister Palla’s police force for the past thirty years or so.

Sybal: The Magellanic Hunter - A social creature that proves to be an unexpectedly adept predator, despite it's bumbling appearance, Luis’ sybal form speaks to his tenacious problem solving abilities, as well as his devotion to the preservation of social order.

Sybal power: Backtrack

Originally used to track down lost jewelry, purses, paperwork, etc, Luis can generate an ethereal, smoky path following the movements of a lost object from the point of separation to its current location. The path is typically faint, but visible to others, and stretches around 15 - 20 feet from his body. Luis can follow this path to the target object.

  • Luis must have a clear mental image of the object in question. Descriptions, drawings, photographs, etc are helpful. The more detailed and accurate, the better. The path requires less concentration to generate.
  • Additionally, the visibility of the path varies depending on the target object’s subjective importance to the “owner”. A generic clothespin will produce a faint, nearly invisible path, while treasures of extreme sentimental (not monetary) value produce paths that glow vibrantly in the night. Luis must be made aware of the object’s significance to the “owner” in order to have this effect (he ain’t a mind reader)
  • Objects become more difficult to track the longer they are separated from the “owner”, with things being lost for less than a day typically easier to find, while the paths for objects lost for up to three days are next to impossible

  • He can track a particular object up to three times in a night. If his concentration is broken a third time, the path disappears and the connection cannot be re-established. He can try up to three times in a night to find the point of separation where the trail begins (“Where did you last leave your wallet? Are you sure?”)
  • The closer Luis gets to the target object, the brighter the path becomes, but long treks across the city will quickly wear him out.
  • Being an aquatic sybal, Luis can track a path through water (although this is more difficult), but a trail will completely disappear if an object becomes airborne for any reason (Luis has definitely jumped off of buildings forgetting he cannot fly before)

Docile/Feral: Docile, but excitable.

Personality: Neurotic, bookish, spastic and absent-minded, Luis seems to be the type more suited to the life of a professor than an officer of the law, and indeed gives lectures on topics of interest in Kardia, but beneath the twitchy exterior lies an absolute, fanatical devotion to the law and order. Luis feels that he owes much to the city, and seeks to repay that debt as best as he can.

History: Luis’ father was a hero in the Chilean war of independence, and served as a general in the newfound country’s army. This means that the boy enjoyed the luxuries, education, and prestige of the social elite, as well as the responsibility to see for the needs of those below him in the social castes. Luis stumbled into the city after fleeing from a rebel attack in the Chilean civil war in 1829, finding a true home in Heiros. It wasn’t long before the odd job of tracking down the owners of lost coin purses led to a position as an investigator on the Heiros police force.

In 1893, when approached by Minister Chaska Palla to look after and mentor a young newcomer, Luis eagerly volunteered.
