Soldier is an interesting character. He's not sure if he remembers the four-unit password correctly (Meet the Spy), but he can quote a book and name the author (Meet the Soldier): "If fighting is sure to result in victory, then you must fight."
In guarded places, it is customary to change passwords from time to time. For a good reason -- if ever a spy learns the password, its lifetime is short, and he risks not being able to use it. Only one button on the digital panel looks used, which means that even if Soldier ever changed the door password, it was to the same one. What's the difference between the door password and a quote that one he remembers firmly by heart and the other he has had obvious difficulty with?
It's time. He's learned the quote much earlier than he was hired, and something happened between reading Sun Tzu and becoming a mercenary. We don't know exactly what happened, but we do know where he was at that time -- involved in World War II. And already at the end of it he was reported to behave strangely: he awarded himself with medals he made himself, and he could not be stopped until 1949. In fact, he did not stop after that too, as he became a mercenary. Perhaps he doesn't even realize that he is a mercenary. The passage of time does not change anything for him. He masterfully ignores the origins of some of his teammates he's supposed to hate, even though, according to the comics, he was even at Heavy's house. He easily forgets uncomfortable thoughts that may break his vision of the world, while at the same time, he clearly remembers what has mattered to him in the past.
That's exactly where he lives in. In the past.
