I made lots of printscreens from the series to get original colors.
And I used them in pgotoshop using a tablet. Moreover, couple filters + layer mixing effects + masks. I don't remember most details xD

Well I think you should try do bigger differences betwen light, shadow and local color. Do not be afraid of it.
First of all... shit load of practice, practice and practice. And ofc a lot of time with photoshop. Watch carefuly colors and effects in the animes. If you know well the program you'll know how to make the effect.
You will become better by practice and watching. I guess this is basic advice + I recommend "beautifer" filter (plugin) for photoshop - it's free.

Would that beautifer work on photoshop elements? Specifically photoshop elements 5 thats mainly what i use, I use Sai for the drawings but photoshop for backgrounds and effects

I never used Elements so dunno : / try.
But works on Photoshop CS3 properly (and higher but only 32 bit versions).
Same, also I use Sai for contours and PS for colors, this is good combination.
