because this is a reference sheet. clothes are added to the actual drawings of events where this character appears. reason she's 'nekkid' is because some clothes hide more body parts than others.
But in my opinion, furries aren't necessarily naked since they have fur covering them - when certain parts are not showing that is - and this this picture, there is no suspicious stuff showing.

The goal of a reference sheet is to show the construction, colour, etc. of a character -- all the details of what they look like. This is to either allow another artist to draw the character correctly, or simply to remind the original artist when they forget some minor detail of the character's appearance.
Showing them dressed in (say) a baggy T-shirt and jeans would kinda defeat the point of the exercise... it might make a lovely picture, but it won't make a very good character sheet.
Also, interesting that Isabel's hair changes colour throughout the year... and fairly plausible too. Cupboard full of hair dye?
