Description
A seemingly innocuous pirate captain of the Foxy Pirates who challenged Luffy to a Davey Back and lost- occasionally running into the Straw Hats. In actuality, Foxy is significantly more important as the current high priest of Davy Jones aka Duff D. Jonah- the Abyssal Line Pirate King after Dunk died at God's Valley. He uses Byakuō's attack on Wano, working with Jealousy to retrieve Pluton- which proved fruitless as Jonah already crafted a far superior ship called the Revelation since he first desired it. Yamato and Carrot take Pluton- a weird sea turtle skeleton ship and Franky melds it with the ruins of the Thousand Sunny and the Noah to create the Infinite Dawn. As a young man, Foxy was a professional boxer who competed in tournaments. However, his boxing license was revoked 15 years ago after he tried to bring a weapon into the ring, disqualifying him from competing in any future tournaments. Two years later, he ate the Slow-Slow Fruit. After another three years, he learned about the legend of Davy Jones and decided to become a pirate, using the Davy Back Fight to amass a crew. He then had a vision of Duff D. Jonah and it inspired him to subtly keep Luffy in place to enact the events that led to Enies Lobby and thereafter- allowing Foxy more easily access to Wano with Kaido's defeat- to get Pluto. Failing that, he would open a permanent Hell-gate conjuring a large amount of Injustice Haki to do so. He then plays the role of the comedic lackey to Duff D. Jonah.

Foxy is a cheater and trickster, who participates in the Davy Back Fight, a contest between pirate crews where the winning team can steal crew members from the losing team. Most of the members of Foxy's crew joined him because he won them in this contest. However, they seem to be genuinely enthusiastic about being in the Foxy Pirates, and wholeheartedly cheer on their crewmates and captain in the Davy Back Fight. Foxy also seems to honor a team's choice if they were to decide to win on their own. He thinks very highly of himself and believes that he is good-looking. Though he acts supremely confident most of the time and seems quite fond of himself, Foxy is extremely sensitive to insults or criticism. Any offensive words from others cause him to instantly become depressed, and he usually ends up losing his footing and falling to the ground, barely supporting himself with his arms, while a black cloud suddenly appears over his head. Though all it takes is a few kind words from anybody to perk him up again. Nami and Usopp used this weakness to their advantage by alternately hurling insults and compliments at Foxy non-stop, leaving him emotionally as well as physically paralyzed and unable to help his team during the roller race. His true personality is much more calculating, subtly confident, and manipulative- being sinister enough to allow the Apocalypse Pirates to raise hell on earth for the Grand Line. His unique laugh is Fefefe.

He pretends to be a novice but in actuality, he has Advanced Observation/Armament/Conquerors Haki, Injustice Haki, and Darkness/Time Haki. He ate the Slow-Slow Fruit, a Paramecia-type Devil Fruit which allows him to emit special unique microscopic photon particles as beams of light. Anything hit by these photons, both living and non-living things, will be trapped in a state of slow motion for 30 seconds he demonstrates this by slowing down a cannonball fired at him, only to get hit by the cannonball anyway when he was gloating over his power for too long. Even Foxy himself is not immune to his own power. In battle, he can use this power to slow down his opponents, either giving him ample opportunity to escape and/or setting up one of his underhanded schemes. Additionally, while someone is trapped in slow motion, any hit they take will affect them in slow motion and return to normal speed when they do. Because of this, Foxy can strike his opponents multiple times while they are slowed down so that they experienced all the accumulated strikes when they return to normal speed. Because the beam is made of light, it can be reflected by a mirror. When Foxy uses his Slow-Slow powers, he always holds his hands in the same position: his thumb, ring, and middle fingers are pressed together while his other two fingers are pointing upwards. This gesture resembles the typical Japanese way of representing a fox with one's hands. In actuality, it has no limitations as he needs no pose to use it to slow time down to various degrees while being able to move normally, either slowing time for a certain target or affecting everything but the user. They can slow down opponents to avoid attacks and dampen movements. It can make others experience moments from their perspective but it is much longer in reality or make a microsecond feel like an eternity. Its awakening is the power of Stagnation- causing anything to remain unchanged so it either doesn't evolve or devolve. Applications include absolute constant velocity, age negation, entropy stopping, capture/release past, present, or future events in stasis, preserve targets, infinity manipulation, motion lock, stillness manipulation, growth negation, inevitable event creation, etc.
