yup, but they never have said if there are, for example, non fused Garnets, and I think this gem fits them

If there were single-Gem Fusions, then Garnet would have been free to walk through the Zoo without Defusing. But Ruby and Sapphire decided that they should, because seeing a blatant Fusion wandering around would have caused anarchy.

They could have a different constitution, Garnet being a fusion is tall and has a third eye, but perhaps a normal garnet would be small or something. Besides, there sort of has to be a base or something for them to know what gem they're making, unless a fusion already knows who they are by automatically "reprograming" themselves to make the new being. I don't really know, I'm just guessing.
