Located at the heart of a largely barren sector, Starbase 564 was founded in the early 23rd century as a stellar surveying station. For the first decades of its existence, the small outpost remained obscure, visited only by transports making their way to outlying territories of the Federation.
As expansion pushed the frontier ever outward, the once-remote border territory was surrounded and absorbed by the Federation's heartland, resulting in exponential growth of traffic and trade for a time. During the 2280s, Starbase 564 saw multiple modular expansions to increase the station's capacity, adding even a small drydock, additional shuttle bays, and a trade Kontor. The result was a convoluted complex of station modules and connector tubes with little discernable planned layout. The boom should not last long enough for a definitive design to be established.
With advancements in warp technology and the federation's continued focus on the frontier regions, traffic began to decline at the turn of the century. Starbase 564 fell once again into obscurity, by-passed by new long-range trade routes and with few local resources to spark interest. With a dwindling population and cuts to personnel, large portions of the station were taken offline but kept in place as even the proper mothballing of the station had a low priority in Starfleet's bureaucracy.
Like countless similar former outposts and stations, Starbase 564 seemed destined to become a ghost-town in deep space, abandoned by all crew and administered solely by a dormant computer core.
The fate of Starbase 564 was changed dramatically by the Dominion War. The first prolonged, large-scale conflict in a generation put an unprecedented strain on Starfleet's and the Federation's infrastructure. After decades of a dominant focus on frontier exploration and the integration of new member worlds, the inner territories of the Federation found themselves woefully underprepared for the logistical challenges posed by the conflict. The establishing and protection of supply lines, let alone rapid responses to enemy incursions were lacking, particularly during the early stages of the conflict, allowing the Dominion deep strikes against well-established Federation worlds.
While Starfleet had excelled at coordinating its vast fleet when it was stretched across the countless sectors of Federation territory, it struggled to sustain concentrated fleet power in the small area of the immediate war zone.
Under these conditions, any installation capable of acting as a fall-back position for Starships became a vital asset for Starfleet Command. Soon, Starbase 564 found itself in the right position at the right time and became the temporary operating base of two Starfleet rapid response squadrons.
To the commanding officers, the large and outdated abandoned modules came as an unexpected but welcome surprise and were put back into active operations by fleet engineers within just a few days.
The experience of the early Dominion War revealed both the potentially fatal weaknesses in the Federation's interstellar infrastructure and the invaluable utility of a network of well-equipped stations throughout all parts of its territory, not only the hotspots of current exploration and cultural exchange. This was a lesson of such importance that Starfleet began large-scale construction efforts across the inner federation sectors already during the war, even prioritizing some Starbase retrofits over the construction of new starships.
One of the stations completely overhauled and rebuild in this effort was Starbase 564. Despite the lucky utility of its old 23rd-century modules, the chaotic layout was finally replaced by a modern, standard design of the same lineage as Earth Spacedock, albeit at a much smaller scale. It would gain some recognition in certain circles of Starfleet as a model example of the new era that would follow the Dominion War. An era in which the Federation would put a greater focus on developing its own territories and preparing a more robust net of outposts, relay stations, and trade ports for both military and civilian operations.
