I'm afraid I can't return it now, as I bought it last June I could probably try dry on dry with it, maybe it would work.
When I started with watercolours, I painted a lot on pure cellulose and I do that still - cellulose doesn't absorb water and it allows to create spots and splashes that look great, but I know, I need to be careful with it. That Luthien pic is on pure cellulose paper (bought from the Flying Tiger, now that I thought of it ). But those wonderful wet-in-wet watercolour effects are impossible to achieve on cellulose. I always thought that it's like a bad dancer complaining about shoes, but the pure cotton paper does make a difference. What confused me, in this case, is that that paper felt like cotton, but didn't meet the standard. Will need to reconsider painting strategies with it.
