AWW YEAH. Hair tut. I love coloring hair SO MUCH. Drawing it is a pain though. ;^;Again, ask me any questions if you are confused about anything and I'll try my best to answer. <3
IGNORE THE MISTAKES. I CAN'T SPEEL. (Grammar Nazis are gonna be out to get me)
Also, don't be discouraged if it doesn't come out exactly like in the tutorial. It's good to just try out how other people do it and add to your own techniques.

Ya know in the selection options? There's normally a magic wand tool. Click inside the space you want selected, and if you want to select multiple spaces, hold down shift and select the other parts.
I use Sketchbook pro, so you might need to alter that a little in order to do it in SAI X3

I tried my best.. still my drawn hair is far from looking like this... somehow I'm afraid of cell shading.. I most likely blend a lot out..
what can I do to lose this fear?

A good way to practice is literally just trace a picture and shade it just as it shows. You'll get used to it and the end product should look good. Sai logic: Instead of using a blend tool. Use the watercolor and only blend some shade lines and leave some crisp. That will give it a more clean appearance~
