Just generally curious, what do you mean by "photoshop quality work"?

Just that most works that are drawn/painted in Photoshop have better and smoother coloring.
It's usually easy to see when someone uses Photoshop when it's concerning digital art.
At first glance this appeared to me as a digital Photoshop painted piece by how well the coloring was done
and how centered the piece is.

That really depends on the technical skill (and desired look) of the artist. I agree that soft blending is much easier with digital effects and settings, but it is not impossible in traditional art. Medium and style play a big role there, though. I am just confused, because it looks very much like traditional watercolor to me. You can see the paper's texture, in the shadows for example. I would honestly be surprised if someone was able to imiate watercolor that well in Photoshop.
There are a lot of artists who create photo-realistic artworks traditionally, it's actually quite common and personally I am not a big fan of it. I know, you didn't refer to photo-realism

That only depends on the skill of the person and has nothing to do with the media they use. You've got thousands of years of art history to prove that.

One of fairy tales from that book it's about the fish which became a bird. Birds and fish is neverending inspiration for me, I like mix up those two form.feather and scale...yeah^^
The book will include illuminated letter on beginning of every fairytale and also illustrations too
