Description Remember that drawing I did of that scene from the 1996 Nickelodeon show "The Mystery Files of Shelby Woo" that I said got me hooked on underwater scenarios? Well, it wasn't the only one...

Nickelodeon's acquisition of the reruns of "Inspector Gadget" in the late '90s helped to give me a taste of the 1980s childhood that I never got the chance to experience first-hand. I thought it was cool that I got to see one of the defining cartoons of the previous generation, and as an added bonus, there was one episode that further deepened my interest in setting my cartoons underwater. It was actually quite similar to the "Shelby Woo" scene - Penny, sneaking around Dr. Claw's latest hideout inside of a mountain, investigates an elevator that stops below sea level for easy access to the ocean. Unlucky for her, she doesn't expect the onrushing flow of water from the elevator floor and barely has time to hold her breath before the water level closes over her head. When the door finally opens, she has to swim out and up to the surface on her one breath.

That scene really stuck with me. And wouldn't you know it, almost ten years later, I happen across this exact clip on YouTube: [link] . I figured, as long as I've found another source of my hydrophilia, why not draw this one too? (And I guess this is technically an entry in the Underwater Babes of Toontown, even though Penny is under 18 and qualifies more as a "cutie" than a "babe".)

I am just amazed at how Penny manages to hold her breath long enough to wait for the lift doors to open and swim up to the surface! I'll bet no one else at her age could do such a thing!

Penny is the reason why Inspector Gadget is still alive if it wasn't for her and Brain he would have been gone ages ago and I used to watch reruns of Inspector Gadget in the late 90's too and this particular scene has made me have a weird obsession with girls in these type of situations

Though she may only be 10 (as depicted in most drawings I've seen) she is indeed a 'babe' just 4 the fact of being female. This may be a bad example but Jon Bennet Ramsey was also considered a 'babe' since she modeled as were a lot of her peers in that field. Hopefully no one will look upon Penny as some did Miss Ramsey...especially since she is a drawing. lol I like this one, hon. hugs!! Susan xox

I have seen it too. But i was unlucky because TV reflected sun (it was in front to window) and i didn't see nothing because that scene had too dark colour.
That summer i had redraw a similar situation in my comic.

Thank you sir - for being one of a few artists out there that don't feel the need to 'age' the cartoon character to make them look sexier.

(And yes, I know I'm a fine one to talk - but personally I can't help but 'age' them a bit - because I find it's missing something when I try and draw them 'normally' lol)

I know the other IG (Inspector Gadget) episode, it's "Bermuda triangle" where Penny escaped from Dr.Claw's underwater base located near the Bermuda triangle. She rans out of oxygen and she was lucky to found a air pocket. The she use her computer book to call a dolphin to rescue her. Here a clip spotted on Youtube [link]

Nick wasn't buying the reruns secondhand, the show was returning home. I used to watch that show every day after first grade...yes, we had cable THEN.

Was it just me, or did Penny have far cooler gadgets than the Inspector? Look at that crazy book. I wanted some of her stuff so badly.

Nick was very fond of the show when they first had it too. They did a trading card promotion with Capri Sun that had the three then-new Nicktoons, and Inspector Gadget.

Penny was kind of a leader. Before Kim Possible, or any of the other "kids save the world" cartoons, she was there pulling off feats like this.

Not only that, but inspector Gadget was partly (if not mostly) based off Maxwell Smart.

I guess it was legally safer to base him on Smart. He originally had a mustache in the pilot cartoon, but Paramount threatened to sue over the resemblance to Inspector Clouseau.
