ok, so, in your "My Document" folder, there should be a folder called .gimp2.8 (or so, I forget the exact name). Double click that folder, inside it, you will see many folders, one of them named "brush". then you just need to put the brush file inside that folder.

But wait!! after I check again, the file has extension .png, which is not native gimp brush. for gimp brush, it should have extension .gbr. so, I think you should check out the original artist: [link] , check her gallery, and choose which brush you want. download it, and put the .abr file (photoshop brush) in your "brush" folder in your ".gimp2.8" folder in your "My Document" folder.
