Note that this isn't a stamp against people with English as a second language. If that is their only barrier, the only issues are generally with grammar, syntax, and misuse of words, especially colloquialisms.

Nor is it about picking out individual mistakes (again, some of us have English as a second language, and it is ungracious - nay, RUDE to do this =>) in a post so you can look down on such people as being 'stupid' or as if that invalidates their opinion completely. I make typos regularly myself, and sometimes can't be bothered to correct them (if I make a dozen in one post, and fix ten, and notice two an hour later, for example). However, I can put on shoes in the morning. And tie the laces, too. That means I am smart!

OR LIKE THIS BECAUSE IT IS RUDE TO YELL AND THAT IS WHAT YOU ARE DOING THIS STYLE OFTEN HAS NO PUNCTUATION OR IF IT DOES IT"S WRONG I DON"T UNDERSTAND IT MAYBE PEOPLE JUST HOLD THE SHIFT DOWN ALL THE TIME

And what about THIS????!!!!!!!!!! One ? is enough to see it is a question. One ! is for emphasis. One of each is tolerated in casual writing (generally '?!' is preferred since '!?' looks weird) as it shows an intensified question. We KNOW you are yelling a question. Fifteen !s isn't really much more intense than fourteen, etc. You're embarrassing yourself, and any literature you're writing is not going to rock the dA world. (Comment neither, but that's usually a given. )

Ehh... I went into more detail than I intended, and I think I might net some trolls. But the crux is the stamp's own words:
The point of the written language is communication. If I can't read what you're writing... you're doing it wrong.

So, some mistakes are allowed, but please: be reasonable. Especially when it comes to journals and even more so Literature, since they are editable (and in the latter the whole POINT is communication).
