For the glow effect..
Light-bulb feathers:
selected the area I wanted the glowy effect.
On seperate layer, fill in that selection.
I use GIMP, so set the layer properties to "hard light" The section, in this case, was a very very very pale pink, almost white.
deselect
duplicate later (save the bottom later, untouched, for future use)
blur effect, to the amount that you want the glow halo (I think I used like 100-something pixels)
duplicate layer if needed, as many times as needed, until you get the effect you want.
top layer, change the layer property to "color" (which in this case, gave the glow that subtle purple color)
Go back, select that first unaltered layer
repeat the same as for the glow, but without the "color" change. Use a smaller blur radius (I think I used about 5 pixels)
duplicate the layer until you get an affect you like, then merge those layers together (since a gazzilion of the same layers can be taxing on a computer after a little while)
adjust opacities as desired on any/all layers
swirl glows:
basically same as the above, just in smaller amounts. I think I only used 2-3 layers, 1 for the design, and one or two for the glow. spots and swirls are seperate layers
Overall darkness:
fill the entire thing with a darkish shadowy purple
Duplicate layer
Move one duplicate to over the image, one to the background
drop the opacity down on the upper layer
using the airbrush, or a soft brush, set it to "color erase"
select the shadow color, and loosely erase the sections of the unicorn that you want to appear illuminated by the glow (so areas directly around the glows, in the case of this one - backside of the horn, ears, crest, underside of the tail dock, backs of thighs, butt, and top of the end of the tail
At some point I also added a purple glow to the tail, which I forgot to add to the head feathers, using purple color, soft/airbrush tool, and I think a setting of hard light again.
..I also accidentally flattened the image and THEN saved it, and couldn't backtrack, so can't really do a tutorial of my process with this particular one, either :/
