Blah k, so my first tutorial. It covers how to render/cg lips. If only I took more time actually painting the lips during this tutorial -_-You don't have to follow this tutorial word for word, or color for color. Experiment using other colors.
I forgot to mention, make a new layer after the colors are blended. That way, you can easily fix the highlights and/or touch-ups.

I always have issues with getting lips to look realistic, they always look washed out. When I first looked at all the colours you put on, I thought 'no way is that going to work', but I tried it and.... Oh man! I haven't even finished smoothing it all out and it looks fantastic! Thank you so much for making this!

I used PaintTool Sai, but you can apply this to any paint program like Photoshop, Painter, Gimp, etc. Hope that answers your question xD
