Take it easy, *ConceptCookie has a lot of great resources and does a lot for the deviantArt community and he is obviously not trying to steal Palmer's work.

I honestly don't think he's at fault here. Yeah, he should have put under the description that he was allowed to post his art, but the main thing here is the interview that he did with Palmer.
He also credited Palmer too and linked to his page.

Unless you've been allowed by Palmer to repost his work, this is considered plagiarism and ir reportable. Either remove it yourself or risk being reported and perhaps even kicked off DeviantArt.
