In my opinion Carlos a more suitable partner for Jill then Chris could ever be, think about this, which action is more life saving? Going out of your way to make a vaccine to cure Jill's infection or pulling a device off of her cleavage? Also take under account who was there for Jill to help her during her struggle to survive and escape Raccoon City and who let Jill go off the edge of a cliff if Carlos had joined the BSAA and been with Jill and Chris during the spencer estate IDK how much of a fight he'd have put up against Wesker, but I know it would increase the chances of Jill having walked away from that one alot greater
