I think the perspective and lighting are both working in your favor. Most of the time, lighting should be more dramatic than accurate, so YOU build the composition rather than let the light source completely dictate how and where you add shadows/highlights.
That said, I think lighting here looks very convincing in both respects, as the light shaft directs us through the buildings and down to your two characters, and you've provided a wide range of values between light and dark while placing them in coherent composition.
In short, I think your environmental lighting is definitely working, I would only suggest is messing with the lighting on your characters so they are more noticeable. The girl is actually fine, but the guy could use some brighter highlights but his shadowed areas probably don't need to be darkened
I will also add that your architecture is also very convincing, especially for a sci-fi-esque city, which many people (like me!) choose to render with minimal or a lack of detail. You have a lot of different types of structures both in terms of size and purpose--you've got benches, signs, windows, skywalks, and an overhang thingy over the door to that building in the background. These are all small things not everyone would notice, but EVERYONE knows these things are supposed to be in a city, and when you take the time to add them, like you have, it makes your comic world more legit
WITHOUT THE AUDIENCE EVEN KNOWING!
This all probably took you forever to draw, let alone color, so please know that your hard work is totally paying off! Keep up the awesome, I hope this lil' critique helped you out :3

Probably~ I just think he needs more contrast between him and the overhang thing to make him stand out more.

ah well, I could rip this apart in a crit, but the major technical problem is the lighting. I didn't do any lighting studies and I really rrealllyyy should have :K

I can see where you're coming from. To me, the lighting gives it an other-wordly atmosphere. I'm not sure what your goals were in making the picture, but a somewhat ethereal vibe seems to fit the title, the poses, the extreme perspective, and the colours. What I'm getting at is, I really like this. ^^
