GCAT only relates to the Sburb/Canon Homestuck session. There's no real rule (IIRC) that states that absolutely EVERY tag for EVERY troll or kid, whether fan or not, has to follow it.
The GCAT rule was probably just something Hussie put in to make the characters more connected to one another.
