more like, I'm kinda lazy when it comes to coloring, so I guess this is the fastes way I know...^w^I hope this helps~
PS: I use Photoshop CS5, you can also do this in SAI

But how do you get rid of smudges, extra lines, etc.Β
I select it with the magic wand tool in SAI, and when it's selected, and I go to erase the extra dark coloring (from the lighting, background, etc.), it erases some of the the lineart, and it just looks bad

So, often times, when you scan a picture, it's completely opaque, including all the white space. When you use the multiply setting on that layer, it'll be "see through" and all the colours you put underneath the lineart will show through.
