Probably. I mean, they do seem to live a communistic lifestyle. But Darkseid rules his world, and all others he enslaves through inhuman means: slavery, torture, probably forced indoctrination, mutations, completely brainwashing, and tampering with the minds of others. Or just mass slaughters whenever it's deemed useful, as he once did to the hunger dogs. Compared to apocalypse, homeworld is a paradise.
