You can download a free full version.
Normally you have to pay for it but someone have put a free version of it on the internet x)

If you type in Paint Tool SAI free download on Google you'll find some places to download it from n_n.

I drew in Photoshop Elements 6.0 before I got Sai and I see a big difference in my PS drawings and my Sai drawings c:
