It's a cosplay that I need to do by July 6th.
But I just don't know how to cut it out.
Like sowing it up and everything else is easy. but I just can't break it down and cutting it.

I'm actually planning some tutorials at the moment on just this subject, but I haven't finished them yet. My advice would be to buy a pattern that's as close as you can find to the right shape and use that. It's much easier to make small alterations to an existing pattern than cut everything from scratch.

You probably learn more working from scratch, but if you don't know what you're doing sometimes all you learn is that you should have used a pattern because you've made an unwearable mess 
Those are kimono sleeves which means they are just giant rectangles. Try searching for kimono-making tutorials to get an idea of how they work. Good luck!
