SO OKAY. Here's what I'm doing for Tuffnut's hat.
I'm going to make the hat part out of craft foam, seal it with LOTS AND LOTS OF LAYERS OF MODPODGE, and reinforce it with fabric on the inside, ALSO COATED H LOTS OF MODPODGE to keep it stiff. I'm making the horns out of model magic, and coating them with fiberglass resin to make them more durable. I will let you know how this turns out, and such. It shouldn't take too long to do.
If you've figured out something else, let me know.

If you don't want to make mine however (I have no idea how busy you really are so it's cool if you can't) you could make a tutorial. You may know something I don't with the foam. I'm a very visual learner too.
